<p>A multi-million pound regeneration of South Bermondsey, including a new station on Surrey Canal Road, was agreed last week between Lewisham council, developers Renewal, and Millwall representatives.</p>
<p>Chief executive Andy Ambler said: &#8220;This club needs to be a vibrant place where families want to come if it is to survive and thrive into the coming years &#8211; we want to future-proof the footballing side by getting income from the businesses around us. And we need fans who want to come to the ground feel before kick-off because they enjoy the environment around the ground.</p>
<p>&#8220;It will be fabulous. The match day experience starts in the mile around the ground. We want Millwall thriving in a regenerated area. There needs to be better facilities for fans.&#8221;</p>
<p>Last week&#8217;s agreement signals the go-ahead for thousands of homes, firms and a sporting village on the 30-acre site.</p>
<p>Renewal communications director Jordana Malik said: &#8220;We have had talks with potential occupiers of the sites and hope to make a start on building work next year.&#8221;</p>

			<content:encoded><![CDATA[<p>The regeneration of the area surrounding Millwall&#8217;s stadium could begin as soon as next year after the section 106 agreement for the Surrey Canal Masterplan was signed.</p>
<p>Planning permission for developers Renewal to transform the 30-acre site was granted by Lewisham Council last October, with the subsequent section 106 agreement being finalised last Friday.</p>
<p>The scheme will create thousands of new homes, businesses, a sporting village with new leisure facilities and an improved setting for the den &#8211; and guarantees that a new station on Surrey Canal Road will be built. Jordana Malik, director of communications at Renewal, told the News: &#8220;It&#8217;s really, really exciting because it means the development is going to happen.</p>
<p>&#8220;Over the past few months, we&#8217;ve been having discussions with potential occupiers. We&#8217;re at quiet a detailed stage of working out what their requirements are and doing detailed design of the buildings, so we can hopefully start work next year.</p>
<p>&#8220;Millwall have been sat at the table with us as we&#8217;ve pressed it out, and they are absolutely as excited as we are. It&#8217;s good news.&#8221;</p>
<p>Lions chief executive Andy Ambler welcomed the section 106 agreement, saying it would help safeguard the future of the club at its current site.</p>
<p>&#8220;The club has been really supportive of the planning application, so we worked hard with Renewal and Lewisham Council to get the section 106 agreement in place,&#8221; he said.</p>
<p>&#8220;A lot of hard work will now begin in making sure the regeneration of the area is done as it should be. It&#8217;s our hope that this creates an environment that the football club can sit in the middle of proudly &#8211; and an environment that is better for our fans.&#8221;</p>

<p><em>&#8220;Section 106 (S106) of the Town and Country Planning Act 1990 allows a local planning authority (LPA) to enter into a legally-binding agreement or planning obligation with a landowner in association with the granting of planning permission. The obligation is termed a Section 106 Agreement.&#8221;</em></p>
<p>It&#8217;s a big milestone for the project so we are very pleased!</p>

<p><strong>What&#8217;s going for it?</strong> There&#8217;s <a title="" href="http://www.guardian.co.uk/money/2011/sep/23/lets-move-to-peckham-south-london">Peckham</a>. There&#8217;s <a title="" href="http://www.guardian.co.uk/money/2009/jul/04/lets-move-to-deptford">Deptford</a>. And then there&#8217;s New Cross: only for the intrepid. Initial impressions are not encouraging. A road runs through it. A great, stinking, droning road: the A2. But if you do as the locals do and ignore it, New Cross opens up like an oyster with a pearl. For what&#8217;s that I hear over the clamour of traffic? Buzz. There&#8217;s a definite buzz around the Peckham-Camberwell-Deptford triangle these days, and New Cross is at its centre. You don&#8217;t have to be an art student at <a title="" href="http://www.gold.ac.uk/">Goldsmiths</a> to enjoy it, though it does help. Step away from New Cross&#8217;s great knot of infrastructure – roads, viaducts, railways, Sainsbury&#8217;s car park – and you come across little microclimates of hardy souls ignoring the roar by making their own noise, be that the sound of cool kidz playing guitar at the <a title="" href="http://www.theamershamarms.com/">Amersham Arms</a>, the swish of knitting needles at <a title="" href="http://www.cafecremaevents.co.uk/">Café Crema</a> or the sound of feverish community gardening. Nope, can&#8217;t hear a thing.</p>
<p><strong>The case against</strong> The self-delusion of the locals: there truly is no escaping the A2. It&#8217;s always there. Socially and economically (and aesthetically), some extremely &#8220;challenging&#8221; spots.</p>
<p><strong>Well connected?</strong> Do I have to mention it again? The A2 snarls and clogs in rush hour. Rail, though, is a breeze: to London Bridge, Cannon Street and Charing Cross, seven to 12 minutes every six minutes or so; every few minutes south to Crystal Palace and Croydon, north to Canada Water, Whitechapel and Dalston.</p>
<p><strong>Schools</strong> Primaries: <a title="" href="http://www.myattgarden.lewisham.sch.uk/">Myatt Garden</a>, <a title="" href="http://www.lucasvale.lewisham.sch.uk/">Lucas Vale</a> and <a title="" href="http://www.edmundwaller.lewisham.sch.uk/">Edmund Waller</a> are &#8220;good&#8221;, <a title="" href="http://haaf.org.uk/">Haberdashers&#8217; Aske&#8217;s Hatcham College</a> &#8221;outstanding&#8221;, Ofsted says. Secondaries: Haberdashers&#8217; again; <a title="" href="http://www.as.lewisham.sch.uk/">Addey &amp; Stanhope</a> is &#8220;good&#8221; and <a title="" href="http://www.stac.uk.com/">St Thomas the Apostle</a> and <a title="" href="http://www.deptfordgreen.lewisham.sch.uk/">Deptford Green</a> &#8221;satisfactory&#8221;.</p>
<p><strong>Hang out at…</strong> A nice line in pubs: <a title="" href="http://www.thenewcrosshouse.com/">New Cross House</a> for the post-30s;<a title="" href="http://www.theamershamarms.com/">Amersham Arms</a> and <a title="" href="http://www.royalalbertpub.com/">Royal Albert</a> for the Yoof. The <a title="" href="http://www.thelondonparticular.co.uk/">London Particular</a>for coffee, cake or stew; head to the Old Kent Road or Deptford for good Indians, Chinese and Vietnamese.</p>
<p><strong>Where to buy</strong> The A2 has its benefits: it means prices are low (for London). Telegraph Hill is the posh bit, and east of Lausanne Road: sizeable Victorian semis and leafy streets. Otherwise it&#8217;s about winkling out little fragments amid the melee – the odd Georgian gem, say, amid New Cross&#8217;s mostly Victorian streets.</p>
<p><strong>Market values</strong> Big semis, £700,000-£1m. Terraces, £300,000-£800,000 (huge). Period conversion flats, £140,000-£340,000. Purpose-built flats, £115,000-£175,000.</p>
<p><strong>Bargain of the week</strong> Three-bed mid-terrace needing work, in the Hatcham Park area, £259,950, with <a title="" href="http://www.your-move.co.uk/property-for-sale/house-for-sale-robert-lowe-close-new-cross-se14-5-sale-id-527812561">Your Move</a>.</p>

<p><strong>Leah Birch</strong> &#8221;The <a title="" href="http://www.royalalbertpub.com/">Royal Albert</a> pub, on New Cross Road, has a real olde-worlde feel in the middle of an urban area. <a title="" href="http://www.thenewcrosshouse.com/">New Cross House</a>: yummy wood-fired pizzas.&#8221;</p>
<p><strong>John W</strong> &#8221;Head up to <a title="" href="http://www.thehill.org.uk/park/">Telegraph Hill Park</a> for fantastic views, tennis courts and a great playground, soon to be skate park. Afterwards, stop off for coffee and fantastic, reasonably priced food at the <a title="" href="http://www.boldvision.org.uk/hillstation/">Hill Station</a>, a community-run cafe on Kitto Road.&#8221;</p>

			<content:encoded><![CDATA[<p>An innovative closed loop system will see neighbourhood rubbish burnt to produce heat and power for the community.</p>
<p>The notion that waste can be turned into energy seems as fanciful as turning water into wine. But this is no modern day miracle: it&#8217;s a proven technology that has the potential to provide a significant amount of UK PLC&#8217;s domestic energy needs while reducing the nation&#8217;s over dependency on landfill.</p>
<p>Waste into energy technology can limit pollution and methane emissions, providing a low-carbon alternative source of energy. It produces large amounts of heat and power for district networks and <a title="" href="http://en.wikipedia.org/wiki/Waste-to-energy">is commonly used in Scandinavia</a>. Although there has been some opposition to it in the UK as it can reduce the encouragement for reusing and recycling waste, it can also provide a good clean energy solution.</p>
<p>At the <a title="" href="http://surreycanal.com/">Surrey Canal development</a> in a neglected corner of South-East London, a closed loop waste to energy system will provide hot water to 2,400 homes via a district heating system. Developer Renewal Group has received outline planning consent from Lewisham Council for this project.</p>
<p>The process begins with the sorting and collection of domestic waste. Instead of choosing a conventional rubbish collection process, with attendant refuse vehicles accessing the site, the developer has elected to install an automated underground vacuum waste system procured from <a title="" href="http://www.guardian.co.uk/sustainable-business/energy-to-waste-closed-loop?newsfeed=true">Envac</a> that demonstrably increases recycling rates.</p>
<p>Jordana Malik, head of communications at Renewal Group, said: &#8220;Our 30-acre site has restricted access by two railway lines and will be a very densely built site. So on one hand we needed a solution that would work within those constraints, while on the other Lewisham Council are keen to support efforts to improve recycling rates in the Borough, which the system does.&#8221;</p>
<p>At Wembley City, where Envac has installed an operational system, recycling rates are 50%. Julian Gaylor managing director at Envac UK, said: &#8220;Twenty five% is the norm in London boroughs, and that rate falls to as low as 10% in dense, urban environments where the majority of properties are apartments.</p>
<p>&#8220;We have found, to encourage use, it&#8217;s vital to make it easy for people and a strong educational process and backup is needed. Our system is built into the fabric of the building on high-rise structures and residents simply sort their refuse into different types, for example paper, tin, plastic and food waste, and drop it into the shutes where it&#8217;s carried away and recycled.&#8221;</p>
<p>The next stage in the process at Surrey Canal will be the processing of the waste – once what is recyclable has been extracted – into energy. Herein, the developer and Envac have partnered with <a title="" href="http://www.guardian.co.uk/sustainable-business/energy-to-waste-closed-loop?newsfeed=true">neighbouring Lewisham power plant, SELCHP,</a> to feed waste directly into the facility from which to generate energy for the entire community to use.</p>
<p>&#8220;The outcome of the process will be zero waste to landfill,&#8221; said Gaylor, &#8220;and every resident will benefit directly through hot water, via a disrict heating system, generated effectively from their own refuse.&#8221; The energy generated will also be utilised in the community aspects being developed at Surrey Canal, including a comprehensive sports village and a multi-faith centre.</p>
<p>Malik says the cost to install the Envac system will be more than conventional refuse collection charges – and that issues such as residents will pay Council Tax despite there being no rubbish to collect is challenging – but a direct cost equation cannot easily be made. And can one put a price on quality of life, and a reduction in CO2 emissions?</p>
<p>Ensuring the waste and district hearting systems exceed residents&#8217; expectations is a further challenge. &#8220;Many people we have consulted remember systems that didn&#8217;t work or broke down,&#8221; said Malik. &#8220;Our aim is to deliver a system in 2021, when Surrey Canal will be completed, that is still as relevant then as it was when it was procured in 2011. In that sense we have to try to &#8216;future proof&#8217; as best we can.&#8221;</p>
<p>The hurdles to be jumped are significant for the four partnering agents – Renewal Group, Envac, <a title="" href="http://www.selchp.com/energyrecovery.html">SELCHP</a> and Lewisham Council – but the upshot of their combined place-making efforts at Surrey Canal, should the ambition be realised, will be an exemplar 21st century sustainable community, where the water is not turned into wine but heated from the residents&#8217; own waste.</p>
